I've toned back settings back a lot and have followed countless videos but others seem to be getting much better performance out of their r9 290s ... I've even went as far as trying the Windows 10 technical preview and got marginally better performance ... but the OS is still buggy.

I've come to the conclusion it is my processor which makes me ask is theere anything else I can do ? Can I repurpose my old GTX 460 as a physx card to help out the r9 and take the load off my proc ?
