7970 stuttering help

Hi all,

I am looking for some help troubleshooting stuttering in the game Elite Dangerous on my setup.

Here is my PC:
CPU: Intel Core i5-3570K 3.4GHz
CPU Cooler: Cooler Master Hyper 212 EVO
Motherboard: ASRock Z77 Extreme4
Memory: Patriot Intel Extreme Master, Limited Ed 8GB (2 x 4GB) DDR3-1600
Storage: Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Drive
Storage: OCZ Vertex 4 128GB SSD
Video Card: Sapphire Radeon HD 7970 GHz Edition 3GB
PSU: SeaSonic G Series SSR-550RM 550W
Windows 8.1 x64
Microsoft Sidewinder X4 keyboard and a CM Storm Xornet mouse, both USB.

Today I decided to try Windows 8.1, before I had Windows 7 x64. Clean install, got drivers from ASRock and Intel. Let Windows Update do it's thing. I got the recommended 8.1 driver from AMD which is 14.4 Unfortunately the game still stutters like it did with Windows 7.

With Windows 7, I managed to get the frequency of the stutter down by setting the object draw distance to the minimum and telling the game my monitor refresh rate is 50Hz, although it is 60. It still reported limiting the frames to 60fps for some reason.

As near as I can tell, it's stuttering as new objects/textures are being loaded in. If I'm in a close up dogfight it happens less than if I fly in one direction and cover more area.

Windows 8.1 did improve it slightly. I can now leave the graphics settings at what the game determined is optimal for my system, and the stutter frequency is about the same as it was with settings turned down on Windows 7.

Here is a ~1 minute sample of what I was seeing before beginning the troubleshooting while using Windows 7. Please note the much longer stutter that occurs at about 38 seconds. That is mostly what I am seeing now instead of the constant 'micro' stuttering. Also with these longer stutters, occasionally it looks as though part of the display starts to turn black, then goes back to normal after the stutter.

Edit: Well I can't post links, but just put the periods in if you would like to see the sample.

Also there is some shaders being used in that clip similar to SweetFX but I of course removed those to troubleshoot, they didn't make it better or worse.

I'm really at a loss as to what to do after a clean Windows 8.1 install couldn't fix it. I don't know if it is a video driver problem, motherboard driver problem, or what.

I haven't noticed any issues with other games I play.

If you have any suggestions I would be thankful.
